Groundwork Preservation LLC was hired by Panorama Environmental Inc. on behalf of the County of Marin to write a Determination of Eligibility (DOE) for the the former United States Coast Guard (USCG) Housing Facility for the Communications Area Master Plan Pacific (CAMSPAC) at Point Reyes Station, California. The CAMSPAC Housing Facility operated from 1972-2015 and initially housed about 175 CAMSPAC Coast Guard employees and their families. The DOE was structured in the form of a historic resource assessment report with accompanying State of California survey forms (DPR 523 series) and determined whether the conversion of the former housing complex to an affordable housing development by Eden Housing Inc. complied with Section 106 and California Environmental Quality Act (CEQA). The CAMSPAC Housing Facility contained 17 buildings, two structures, and four small-scale and landscape features and was evaluated as a district.
Research topics included the development of the town of Port Costa, the creation of the U.S. Coast Guard, and the history of the property as a U.S. Coast Guard Housing Station. The DOE concluded that the Point Reyes U.S. Coast Guard Housing Facility was not eligible for listing as a historic resource and does not qualify as a historical resource under CEQA. The County of Marin will utilize the information in the DOE to inform the adaptive reuse of property.
